After interrogating both DeVoe and his wife, they discover that his powers come from a “thinking cap” engineered by his wife that grants him a mighty intellect but advances his deadly illness. Training Ralph to use his powers, they pursue the mysterious DeVoe, arriving at his recently discovered house to find not an imposing villain, but a middle aged man in a wheelchair instead. Despite his criminal past, Ralph becomes an official member of the team.
It is revealed a man named Clifford DeVoe instructed Ralph to watch over the adulterous Mayor Anthony Bellows, which lead to a series of disastrous blackmail attempts. Team Flash tracks down one such meta human, Ralph Dibney, now known as the Elongated Man due to his stretching powers.
